Rule 224
Valuation Committee

(1) In accordance with Section 71 of the Procurement Act, the following valuation committee should be constituted for valuation work:-
(a) Authorized officer or senior officer designated by him – Chairman
(b) Head of Economic Administration Branch - Member (c) Subject-related technical expert - Member (d) Law Officer (as far as possible) – Member
(e) Head of the procurement unit or the staff assigned to do so - Member-Secretary, but in the case of village development committee, one member appointed by the chairman, the committee consisting of representatives of the relevant service centers, sub-centres and the secretary at the local level can evaluate the bids.
(2) When the evaluation committee is formed, the staff for administrative work should also be appointed.
(3) The quorum of the Valuation Committee shall be two-thirds. The decision of the majority including subject experts will be the decision of the committee.
(4) Subject matter experts may be invited to the valuation committee as required.
